Self-appointed evangelist with no formal denominational ordination or accountability. Calls himself the 'Holy Ghost Bartender.' Kenneth Copeland prophesied over him and Oral Roberts endorsed him, but neither constitutes biblical ordination. His authority rests entirely on claimed supernatural experiences and self-proclaimed anointing. No elder accountability structure — he leads his own ministry empire (Revival Ministries International, The River Church) without external oversight.

Services center on ecstatic experiences — uncontrollable laughter, falling, spiritual drunkenness — not on Christ crucified. He admitted that people laughed harder the more he preached about hell, and celebrated this as revival. He stated: 'I'd rather be in a church where the devil and the flesh are manifesting than where nothing is happening.' The cross, repentance, and the cost of discipleship are eclipsed by experiential phenomena. Experience-driven ministry has increasingly replaced gospel proclamation.

Claimed critics of holy laughter are 'blaspheming the Holy Ghost' and 'going to hell' — weaponizing the unforgivable sin against theological opponents. His ministry produces chaos, disorder, and experience-seeking rather than the fruit of the Spirit described in Galatians 5:22-23.

Personal supernatural experience is the foundation of his entire ministry. His 1979 encounter — fire falling on his body for four days, uncontrollable laughter, weeping, tongues — became the template for everything that followed. He elevates manifestations (laughter, falling, shaking) as evidence of the Holy Spirit's presence, with little scriptural foundation. He claimed to have cursed the Zika virus out of Florida. His theology is experience-first: the manifestation IS the message, Scripture is secondary confirmation at best.

Operates a megachurch (The River at Tampa Bay) and international ministry empire (Revival Ministries International). Oral Roberts gave him a $25,000 honorarium for a single revival at ORU in 1993. At Carpenter's Home Church, his 16-week revival increased church income by 30%. His ministry model relies heavily on conference circuits, revival offerings, and partner donations. No public financial audits or transparency measures are known. His political access (Oval Office prayer) suggests significant donor networks.
