Is this teaching biblical?
Myles Munroe's claim that God 'could not interfere' without human cooperation reduces the Almighty to a powerless spectator who needs our permission to act. This is an inversion of the Creator-creature relationship. Scripture is unambiguous: God does whatever He pleases, rules over all kingdoms, and no purpose of His can be thwarted. Even Jesus — God incarnate — submitted His will to the Father, not the other way around.

What does Scripture actually teach?
Psalm 115:3
"But our God is in heaven; He does whatever He pleases."

God does whatever He pleases — with or without human cooperation. He does not need our permission, authority, or 'right' to act. Munroe's claim that man holds the authority and God merely holds the power is a complete inversion of this verse.
Daniel 4:32
"And they shall drive you from men, and your dwelling shall be with the beasts of the field. They shall make you eat grass like oxen; and seven times shall pass over you, until you know that the Most High rules in the kingdom of men, and gives it to whomever He chooses."

God humbled Nebuchadnezzar precisely to teach him that 'the Most High RULES in the kingdom of men.' God did not need Nebuchadnezzar's cooperation or permission — He acted sovereignly against the most powerful man on earth. Munroe's theology would make this impossible.
Job 42:2
"I know that You can do everything, And that no purpose of Yours can be withheld from You."

Job declares that NO purpose of God's can be withheld from Him. Not by man, not by circumstances, not by lack of 'cooperation.' If Munroe were right that God cannot interfere without human cooperation, then every purpose of God COULD be withheld — by simply refusing to cooperate. Job says the opposite.
Luke 22:42
"saying, 'Father, if it is Your will, take this cup away from Me; nevertheless not My will, but Yours, be done.'"

Jesus — God incarnate — did not command the Father or assert His 'rights.' He submitted: 'not My will, but Yours.' If the Son of God submitted to the Father's will, how dare any teacher claim that humans hold authority over God? Munroe's theology elevates man above the position Christ Himself refused to take.
