Biography

Doug Phillips was the president of Vision Forum Ministries and an elder at Boerne Christian Assembly in San Antonio, Texas. He was an extremely influential figure in the Christian homeschooling and Biblical Patriarchy movements. His organization Vision Forum sold books, curricula, and media promoting patriarchal family structures. His father was Howard Phillips, founder of the U.S. Constitution Party. Phillips met Lourdes Torres-Manteufel at a homeschooling conference in 1999, when she was 15 years old. He allegedly 'methodically groomed' her over years, inviting her on family vacations, taking her on as a nanny, and showering her with compliments, money, and spiritual advice. She moved into his home as a nanny in 2007. The lawsuit alleges Phillips used her as a 'personal sex object' for years, groping and masturbating on her for five years, and exercised total control as 'her pastor, her boss, her landlord, and the controller of all aspects of her life.' He allegedly promised to marry her when his wife died. Phillips confessed to an 'inappropriate relationship' in October 2013. Vision Forum closed in November 2013. Phillips was excommunicated from Boerne Christian Assembly in November 2014. Torres filed a civil lawsuit in April 2014 alleging sexual battery, exploitation, assault, and fraud. Phillips denied the abuse charges, claiming the relationship was 'consensual' and 'initiated' by Torres, and said the contact did not begin until she was 23. Several prominent homeschooling leaders publicly broke with the Biblical Patriarchy doctrine in the wake of the scandal. Phillips was not criminally charged.
